Hartland grew up along the Bark River, and many lots still back onto the river corridor or open land. Buckthorn has filled in a lot of those wooded edges. The Ice Age Trail Alliance says the trail's Hartland Segment once ran through a buckthorn tunnel. Volunteers spent three winters clearing it from trail land and village land near the Hartland Ice Age Marsh.

The Bark River winds through the village, from the Bark River Greenway by downtown past Nixon Park. Downstream it passes the Hartland Ice Age Marsh on the way to Nagawicka Lake. The marsh has trailhead waysides off Cottonwood Avenue and Maple Avenue.
The Wisconsin DNR classifies common buckthorn as a restricted invasive species. It casts dense shade that stops tree seedlings from coming up. Its fruit hangs on into winter, and birds carry the seeds to new ground. Wooded lots near the river and the marsh face the same shrub.
Our buckthorn removal work mulches the thicket to the ground and lets light back into the woods. Mulching in place suits Hartland, where the village bans open burning except recreational fires. Buckthorn sprouts back from cut stumps, so the ground needs follow-up after the first pass. Wisconsin's extension service explains the follow-up options for landowners.
The two most common soils in Hartland are Hochheim loam and Fox silt loam, the NRCS soil survey shows. Fox is a deep, well-drained soil over sandy outwash. Hochheim reaches dense glacial till about 12 to 20 inches down. Much of the Hochheim lies on rolling ground, at 6 to 12 percent slopes.
When the survey rates this ground for local roads, frost action is the limit it names most. Ground that heaves in winter and goes soft in spring is why gravel drives here rut and wash out. A gravel driveway that sheds water needs a firm base and a crown down the middle.
Low ground along the Bark River is a different case. FEMA's flood map shows a floodway along the river inside the village. Grading or filling there falls under state and village rules. We point you to the village and the Wisconsin DNR first.
Inside the village limits, start with the Village of Hartland's building inspections office at the village hall on Cottonwood Avenue. The village's building and zoning forms include a land disturbance permit and a construction site erosion control permit. Ask the village whether your project needs either one before any grading or pad work.
The village has its own storm water ordinance and holds a storm water permit from the Wisconsin DNR. If grading will change how water leaves your lot, ask the village before the work is set. Its forms also cover driveway replacement and work in the street right-of-way.
Outside the limits, in the Town of Merton or the Town of Delafield, the town hall is the first call. Waukesha County Parks and Land Use mostly serves the unincorporated towns, and it handles shoreland and floodplain zoning there. Wisconsin law says anyone who digs, a homeowner included, contacts Diggers Hotline at 811 at least three working days ahead.
The village plan describes Hartland as a built-up center ringed by open land and lakes. It aims to keep that country edge. Cluster subdivisions in the Town of Delafield, such as Hawk's Nest and Stillmeadow, set aside open space. WI 16 crosses the village as a freeway, and WI 83 runs along its western edge.
The plan's main environmental corridors follow the Bark River and four lakes: Beaver, Pine, Nagawicka and Pewaukee. Those corridors hold much of the area's remaining woods and wetlands, and wetland work there follows Wisconsin DNR rules. On acreage outside the village, brush hogging keeps a field or a fence row open between bigger clearings.
The Census Bureau estimates 10,740 people in the village for 2025, up 13 percent from 2020. Single-family home permits fell from 55 in 2021 to 14 in 2024. Nearly half of the village's homes were built before 1980. On an older lot, the back corner or the fence row is often where brush and buckthorn take hold.
